Bid to write a comprehensive review of justice system research
We believe the existing evidence base can be used more effectively to create a persuasive case for change.
We are seeking expert researchers to conduct three landscape reviews of aspects of the justice system in England and Wales. Each review will focus on a key area of justice, exploring current evidence and assessing what has been done, what works, and where gaps remain.
Our goal is to use these reviews as a foundation for further work —supporting our programme’s objective to use research in a more coordinated and impactful way, to inform proposals for wider improvement in the justice system.

We’re inviting tenders to conduct one of the following reviews:
- A recent history of justice system reviews
- The state of the justice system
- People’s experiences and views of accessing the justice system
Each contractor will be expected to review protocol, review and synthesise relevant evidence and data, as well as present this research in an accessible and engaging way.

We invited tenders of up to a maximum of £65,000 (excluding VAT) for each of the reviews.
Submitting a tender
Who should apply?
We are looking for social science or legal researchers with expertise in legal studies, public policy and political sciences, sociology, or related fields. Alongside expertise in the topic areas, ideal candidates will bring experience in review methodology, evidence synthesis, and a strong ability to communicate findings in an accessible, compelling way. We welcome bids from individual organisations or consortia.

About the Public Right to Justice programme
With growing concerns about delays, complexity, and limitations on access within the justice system, the call for change has never been stronger. Our upcoming programme, Public right to justice, is set to launch in 2025 and will look at how to address these challenges, grounding our work in the experiences of those encountering the justice system.
By examining the drivers of the issues facing the justice system and identifying actionable, evidence-based solutions, the programme aims to pave the way toward a more effective and responsive way to deliver justice for all.
